Born in Birmingham, England, Carter grew up in the Canadian city of Mississauga.[2]
Carter made his professional debut in 1987 with Toronto Italia, and also played for Winnipeg Fury, Toronto Blizzard, Peterborough United,[3] Dover Athletic, Montreal Impact, Toronto Lynx and Harrisburg City Islanders.[4]
Carter was part of the Canada youth squad that took part at the 1987 FIFA World Youth Championship which were held in Chile.[5]
He also earned a total of 8 caps for the Canadian senior team.[4]
